Specifically, this work presents a multi-carrier platform not only transmits over unused spectrum \"holes\", but transmits over underused spectrum blocks as well, while minimizing interference to existing primary narrowband transmissions. It is also shown that current cognitive radio and UWB transmission are two special cases of the proposed general paradigm. Abstract
