The allocation of radio resources in 3GPP documents is based only on the amount of data in the radio link control (RLC) transmission buffer. This may cause difficulties in adapting high traffic burstiness that is an intrinsic property of variable bit rate (VBR) traffic. UMTS presents the functionality which is needed to establish, modify and maintain a UMTS service with a specific QoS. We use a token bucket filter in a mobile station (MS) for an uplink traffic shaper to provide conformance between the negotiated QoS for a service and the data traffic. In addition, we introduce an improved traffic volume measurement mechanism using this model which enables measurement of both current buffer payloads and incoming traffic. That is, a token bucket filter and a traffic volume mechanism are able to support VBR services in wireless networks efficiently.
