The fixed-period intra refresh in video coding are capable of reducing inter-frame bit rate fluctuation and recover delivering error. In this work, we propose a novel fixed-period intra refresh method to further improve the coding efficiency and error resilience of encoded bitstream by rearranging the refreshing order according to the blocks importance-ranking joint considering reference importance using motion statistics and coding complexity leveraging rate-distortion cost of the encoding frame.
