United States Northern Command (USNORTHCOM) agreed to lead the CBA to help develop a clear understanding of DoD and interagency roles, responsibilities, and capabilities to enhance unified action and mitigate potential uncertainty. In addition, the DepSecDef designated the HD/CS CBA as one of DoD's Top 25 Transformational Priorities to advance to a major milestone by December 2008.
