Abstract
Government needs for modern telecommunications services are based on a need to improve coordination and flow of information among a large worldwide organization and its components. Interoperability among diverse terminals and networks is essential. Security, survivability, and flexibility in deployment is often required. Various developments in the non-government area can improve interoperability and coordination between diverse government networks. This paper provides an overview of these developments.
