Methodology: we understand that this is an investigation that is based on a qualitative approach, since it is not simply concerned with the causes or consequences of a phenomenon, but with descriptions of its characteristics. Results: The realization of the proposed research is supported by the scarcity of works that address the issue of social, cultural and emotional liabilities. It is discussed, from the point of view of rural education and the impacts left by dams in the territories in which they are built. In these places, a large number of human rights are violated before, during and after construction, which cause direct and indirect damage to the traditional populations affected, who in their vast majority do not receive compensation for the damage suffered. Conclusion: The analysis showed the weakening of this instrument of environmental policy, due to the production of a deregulation of the rules established to license the work that was identified during the monitoring of the process. Reinforcing the argumentation of what was observed, the work analyzes elements and contents present in the speeches that prove the reproduction of the developmental ideology as a predominant vision in national policies for the Amazon.
