The application of the zoning method based on the principle of dominance of various possible options with the subsequent choice of the optimal one, which allows to exclude unfavorable decision-making algorithms, is revealed and justified to achieve the goal of optimization. A risk matrix has been identified, the elements of which show what loss a company or a legal entity may incur during transportation by using logistics services. The definition of the word \"algorithm\" is revealed, as well as its main properties and the degree of influence on the dynamically changing control system of the TLS are revealed. The efficiency criteria influencing the choice of the optimal algorithm for solving the problem are determined, namely: the Wald criterion, the Laplace Criterion, the Savage Criterion, the Guvvitz Criterion. The properties characteristic of each of the criteria are also determined. Abstract

The article provides an analysis of the efficiency of modern transport and logistics networks of the Russian Federation in comparison with European and Western countries.
