Abstract

Unconventional emergency occurs unexpectedly, therefore the response system for unconventional emergency has distinct difference from classical emergency event. In order to solve unconventional emergency response problem, chance constraint response utility model (CUUM) and chance constraint response multi-objective programming model (CUMM) are developed. This paper has examined the emergency missions of unconventional emergency response, and analyzed the unconventional emergency response decision, mainly about resources and capabilities allocation. Then uncertain vector of unconventional emergency situation is generated, functions of response-decision-variable's capability are introduced. 非常规应急响应的机会约束模型
非常规突发事件的发生具有突然性,因此非常规突发事件的应急响应体系与经典突发事件有着明显的区别。为解决非常规应急响应问题,提出了机会约束响应实用新型和机会约束响应多目标规划模型。本文研究了非常规应急响应的应急任务,并对非常规应急响应决策进行了分析,主要涉及资源和能力配置。在此基础上,建立了非常规突发事件的不确定向量,引入了响应决策变量的能力函数。本研究希望通过运用CUUM和CUMM,支持应急响应系统缩短响应决策时间,提高响应质量和效率。
