Second, launch competitive tendering while ensuring a level playing field and the development of competition. Market-based flexibility services for distribution system operators (DSOs) do not exist so far. Acting as a market enabler, Enedis chose to build the market in cooperation with its stakeholders, aiming at a mutual understanding of each other's needs and expectations. The major themes of work are the following: identification and quantification of flexibility opportunities, tendering, contracts, measurement, settlement, operation processes, transmission system operator and DSO cooperation etc. They reflect the challenges associated with the use of market mechanisms to conclude flexibility contracts. Flexibility services market characteristics (remuneration of flexibility, tests, penalties etc.) will thus reflect the requirements of all stakeholders.
