As the second pillar of the report, the prevention measures for an intervention is assessed. Lastly, by considering its all contribution to the humanitarian causes, the pre and post-intervention phase is evaluated with the example of 2011 Libya intervention. Regardless of the pros and cons, the concept of Responsiblity to Protect has been a remarkable step towards the preparation of a complete normative guide in a short time span.
