The results showed that: (1) Inner Mongolia had the highest ecological efficiency, while Guangxi had the lowest. The low ecological efficiency areas are mostly economically underdeveloped areas. (2) The Malmquist index of ecological efficiency in ethnic areas ranged from 0.977 to 1.067, which was lower than 1 only in 2004 and greater than 1 in other years.
