Abstract

Nations worldwide and specially Colombia- as it can be confirmed by legislation in force and policies, state that governing classes envisage health promotion at school from a human rights-based approach, and that children and adolescents exercise their fundamental rights at their schools, such as the right to health and education, and consequently, the right to development. However, the effectiveness of these rules and policies are not visible within the country and specifically, in Santander Department, where the public policy of “ healthy schools” is not being implemented. Through the present documentary revision, it is possible to notice weaknesses and those elements that would have been able to modify the intention of the legislators and the effectiveness of Law and policies.
