Elicitation of opinion in initial phases of the designing process helps in chalking out needs of the stakeholders and their expectations from the course. This paper proposes a Social Opinion Framework to involve stakeholders in pre-design as well as post-deployment stages of e-course development. The framework suggests identification of stakeholders from the relevant domains and analysis of their roles. The respective opinions are to be elicited, prioritized and incorporated next in order to modify the course.
