To my understanding, building frontier technological enclaves and megaprojects on the urban-rural frontier of metropolises and megaregional intermediate places entails “destructive creation” rather than standard “creative destruction.” Crucial to their survival, global capital networks build parasitic relationships with incompetent governments.
