The primary purpose of this research is, therefore, to investigate the significance of user-characteristics during WIS implementation. The research is conducted by collecting data via survey among organizations in Hong Kong. The important findings of this study demonstrate that user participation is positively related to user satisfaction and organisational effectiveness. In addition, user satisfaction can be largely applied to mediate the relationship between user participation (through user training, career stage, and empowerment) and organisational effectiveness.
