This study aims to develop concept of e-government agility for Ogan Ilir Regency, South Sumatra, Indonesia. It focuses on three factors: technology, behavior, and government organizations. This study utilizes qualitative research methods with identified informants including executive, legislative, and government agencies. The research findings indicate that the Ogan Ilir community is affected by three technological factors: accessibility, legal papers, and the presence of an independent service infrastructure. Leadership, rules and processes, and the moderation of information systems will directly shape the behavior of e-government users, therefore it is hoped that the Ogan Ilir government will be able to execute the concept of e-government agility. In term of organization factors, there are three organizational characteristics, including clear procedural structure and strong governance. In terms of academic contribution, this study provides a better understanding of the critical factors for the adoption of e-government agility from the perspective of local government, Government Agencies, and legislatures.
