Thus, a qualitative research of the theme to be examined was carried out, using the technique of bibliographic and documentary research, with analysis of points of Provisional Measures 927/2020 and 936/2020, of the Federal Constitution of 1988, as well as of the telepresencial teaching method. In this way, it will be possible to conclude with this brief study, that given the inertia of more effective public policies, workers and students rights were made more flexible in order to minimize the effects of the pandemic and ensure that citizens can enjoy, at this unique moment, the constitutional guarantees minimum rights attributed to them by law. Abstract
