This kind of network provides communication without setting up any infrastructure, configuration or the network topology. This research work provides an effective model to optimize communication in the Hybrid Vehicular Network. The model has achieved effective inter-region and intra-region communication with consideration of handoff issues. This work is focused on the optimization of the handoff process in a critical vehicle ad-hoc network. The rule formulation on various aspects is applied to identify the vehicle type, controller strength and the movement aspects. The decision is taken by the collective parameters for optimizing the Handoff. The model is applied to the highway scenario with the placement of fixed controller devices and the simulation is done on the NS2 environment with a different configuration. The result of simulation represents a highway scenario with RSU placement as the controller with integration to the communication technology.
