This study utilized an explanatory sequential mixed method, conducted in two phases: a quantitative phase followed by a qualitative phase. Both quantitative and qualitative data reflected that a bilingual education program could increase the educational success of students and contribute to social justice including equal educational rights. Such as system might also increase brotherhood between different ethnic groups in society and perhaps resolve the conflicts among them. A bilingual education program for minority people is essential for equal access to education.
