At present, the inter-provincial outbound trading, which is acted by the provincial power grid company, is the main transaction variety to solve the inverse distribution of energy resources in China and also an effective means and way to adjust the energy use structure in China. In the inter-provincial outbound trading, the formulation of the proportion of new energy is directly related to the volume of new energy, and it is the most important link in the trading. In order to improve the current situation of fixed proportion of new energy in inter-provincial outbound power transmission transactions, this paper improves the current trading mode in China by adding the process of collecting transaction willingness of power generation enterprises in advance, and proposes an inter-provincial outbound trading model considering the reasonable allocation of new energy.
