Especially, we take the freeze-free playback as one of the constraint as well. Since the formulated resource allocation and SVC layer selection problem is NP-hard, we propose the Resource Allocation and Layer Selection with Base layer guarantee (RALSB) algorithm to solve this problem in two phases: the Base layer Guarantee (BG) phase, and the Resource allocation and SVC layer selection (RS) phase. Abstract
