Abstract
Summary form only given. In this paper, the authors discuss a price-responsive load electric utility infrastructure that employs existing technology, using the public Internet as the main communication medium. Capability is provided to bring metered demand data from individual loads to the central market operator and/or the aggregator. The capability is also provided to bring market price signals and commands from the market operator to the end use device. Through this infrastructure, load resources can participate in localized or centralized demand management programs. In addition, they can participate in energy and ancillary service markets. The same infrastructure can be used to provide two-way, real-time access between the market operator and distributed generation resource providers.
