The method was practically implemented and validated during process of law-making in Poland. Abstract

Effectiveness of services provided by the governmental institutions is determined by the quality of established law. The number of the adopted regulations is increasing but their quality is going down. Improvement of existing legislation is a time-consuming and difficult task.
