Abstract

Compared to the heyday of neoliberalization, the hegemonic consent underpinning strategies of marketization has been crumbling for several years now. This has opened up windows of opportunity for post-neoliberal reform projects to partially decommodify the housing market and to insulate the provision of housing from the circuits of capital accumulation. In this context, there have been notable shifts in the regulation of housing, especially at the municipal level. However, a structural transformation has not yet taken place. In Gramscian terms, this constellation can be characterized as an interregnum, in which the hegemony of the neoliberal housing regime is secured less by social consent than by mechanisms of coercion.
