The technology acceptance model (TAM) was used as the theoretical foundation and the data analysis was completed with SPSS and SmartPLS. The study was based on data collected from 320 Chinese college students in the city of Ganzhou. The results demonstrate that PTA does not moderate the impact of perceived usefulness and trust in government on the intention to adopt mobile government services. However, PTA showed a significant moderating effect on the relationship between both perceived ease of use and citizen empowerment on the intention to use mobile government services. It was also revealed that while perceived usefulness was not a significant predictor of the intention to use mobile government services, it was, however, a significant determinant of trust in government. Contrary to our expectations both citizen empowerment and trust in government do not predict the intention to use mobile government services. Abstract
