Abstract
According to a study by SearchInform for 2022, only 3% of systemically important enterprises and 1.7% of critical information infrastructure organizations replaced foreign operating systems (OS) and database management systems (DBMS) with domestic ones. This article examines the factors that may be the reason for such a low dynamics of import substitution at Russian enterprises, as well as the conditions under which the situation may change for the better.
