The research aims to understand the Odd-Even policy's impact on traffic flow, emissions, and public perception in both cities, using qualitative methods and diverse data sources. It also identifies obstacles to policy effectiveness, such as enforcement, infrastructure, and public compliance, offering recommendations for policymakers and urban planners to improve sustainable transportation and environmental management. Abstract

This study examines the effectiveness of the Odd-Even policy in Jakarta from 2017 to 2022, comparing it with similar measures in Beijing from 2013 to 2017. Both megacities face severe traffic congestion due to rapid urbanization, population growth, and increased vehicle ownership.
