The implementation process (delivery model choice and areas for change) and outcomes (suitability and adoption sustainability) were evaluated qualitatively.</p><p><strong>Results: </strong>The agencies selected four delivery models. Five agencies reached ≥70% of their target goal. Respondents described the chosen delivery models as suitable for the varying agency contexts.
