Currently, the governance of prepaid consumption in the sports industry faces several realistic dilemmas, including unclear collaborative regulatory and law enforcement responsibilities of the government, an urgent need to improve the legal framework, ineffective government regulatory tools, difficulties in ensuring the safety of prepaid funds, and limitations in the credit evaluation system. By introducing the concept of collaborative governance, new ideas and practical solutions are proposed to address these issues. 预付费消费在中国体育产业的快速发展一直受到运营商盲目扩张、商业信息不透明、合同文本不规范、消费者权益保护不到位等根本性问题的制约。这些挑战导致了企业倒闭、合同条款不公平、退卡和转账困难,以及长期或终身预付卡的过度发行。这些问题严重损害了行业的诚信,阻碍了行业的健康可持续发展。当前,体育产业预付费消费治理面临着政府协同监管和执法责任不明确、法律框架亟待完善、政府监管工具不力、预付费资金安全保障困难、信用评价体系存在局限性等现实困境。通过引入协作治理的概念,提出了解决这些问题的新思路和实际解决方案。基于这一理念的体育产业预付费消费协同治理的实践路径包括:构建协同监管机制,夯实协同治理基础;完善法律规制,拓宽协同救济渠道;创新政府监管工具,搭建协同监管平台;优化资金托管机制,确保预付资金安全;完善信用监管体系,完善信用奖惩机制。
