The extracted themes are: (1) Rules and Regulations; (2) Quality in Allocation; (3) Human Aspects; (4) Epidemic/Pandemic Characteristics; (5) Governance and Policymaking; (6) Emergency Management; (7) Resource Management; (8) Solidarity; (9) Trustworthiness.</div></div><div><h3>Conclusions</h3><div>During emergencies caused by infectious diseases, resource allocation requires attention to various aspects such as laws, protocols, procedures, organizational structures, and coordination mechanisms. Abstract

Introduction

Infectious diseases can result in global emergencies and a shortage of resources, leading to ethical and humanitarian challenges. This study aimed to identify the factors that affect the allocation of health resources based on humanitarian principles during infectious disease emergencies.

Methods
