Participants reported their health service use.</p><p><strong>Results: </strong>Women and young adults used more mental health services than did men and older citizens. Abstract
Introduction: Improving primary care services for mental health and substance abuse problems was one of the major goals of the Finnish national plan for mental health and substance abuse work.
