Abstract

ABSTRACT The hierarchy of planning tools allows for rigorous guidance of decision-making at the local level driven by a broader purpose determined at a higher level of policy formulation. The aim of this paper is to challenge the concept of hierarchy examining the structure of the Greek spatial planning system as derived from the basic institutional framework and through its legal principles. Hierarchy is explored as a result of a consensual process in decision making while case-law is used as a methodological tool in order for special parameters in framing spatial planning to be recognised.
