The analytical descriptive approach was used to collect and analyzes data from a sample of 127 leaders who currently occupy leadership positions and others who have left and return to their previous work as faculty members in Kuwait University. This study has reached a set of results based on the study. One of the most important of these results the convergence of the evaluation of both university leaders and faculty members of the nature of the organization culture prevailing in the administrative climate at Kuwait University. The study also found that both leaders and faculty members believe that the higher the quality of the organizational culture domains prevailing in the university, the better the administrative decision-making process with all its components. This contributes to the growth of organizational culture and improved decision-making process at Kuwait University. The study also found that national cultures only partially influence decision-making process in a certain environment. This study recommends to the management policy-makers that they should understand the nature of decision. Abstract
