Therefore, there is a need for a measurement system capable of answering, efficiently and swiftly, this proliferation of indicators. Based on a literature review on research evaluation, indicators were compiled, with a special focus on Ibero-America and Colombia; the data required to answer each of these indicators were identified using qualitative data analysis; and, finally, a measurement system was designed following four conditions: conception, structure, procedures, and instruments. Abstract
