Most importantly, the wider business environment was ill equipped with the necessary information communication technology (ICT) infrastructure to support effective implementation. Abstract

This paper examines the port of Mombasa’s attempted implementation of computer-based terminal operating systems (TOS); the challenges faced and the outcomes.
