Abstract

Participatory planning has faced challenges engaging predominantly Spanish-speaking immigrants beyond the bottom rungs of Arnstein’s ladder of citizen participation. Participating at any level of the ladder requires individual civic skills, or capacities, that are integral to participatory processes.
