Abstract

ABSTRACT Gender equality is directly related to the goals of improving the status of women and eliminating existing socioeconomic disparities and discriminatory practices based on gender. The aim is to provide women with greater access to public resources, which can be achieved via the application of gender budgeting. The article considers existing government spending legislation and proposes ways of incorporating gender into budget planning, including specific methodology for creating a gender-oriented budget as promoted by the United Nations. We outline eight steps for creating a gender budget that would define, analyze, and incorporate the gender component into budgetary spending on social policy. Such a budget would help women acquire better high-paying jobs through the reform of hiring practices, education, and the expansion of child care services.
