Abstract

This article assesses climate change policies in Taiwan in the past decade and the findings indicate that the influence of international norms, especially those of the United Nations, has been significant to the decision-making process. To elucidate the importance of international norms, this article examines the policies and legislations for addressing climate change through the lens of policy learning, which is a relatively overlooked aspect in past and extant research.
