This process was undertaken through a combination of acquiring capabilities externally and developing capabilities internally. Abstract

This paper explores how public sector owners (PSOs) close capability gaps between existing capabilities and required capabilities when first entering into infrastructure Public-Private Partnerships (PPPs).
