ABSTRACT When the Eastern Partnership (EaP) was launched in 2009, the core motivation was to supplement the European Neighbourhood Policy (ENP) with an improved eastern dimension. The EaP was conceived to offer more incentives and rewards, thereby shifting the manner of cooperation to more partnership and away from asymmetry.
