The strategy concept developed in previous work is applied to Museveni's Uganda. We see GS leaders evaluate but also create acceptability by engaging in intermestic policy driven by these transnational concerns. Abstract

Foreign Policy Analysis research documents that foreign policy decisions have internal and external influences. In the Global South (GS), interests and identities are transnational in nature. The acceptability heuristic from poliheuristic (PH) theory is the jumping-off point for exploring this idea. Leaders reject policy choices that risk political loss.
