How to evaluate the effect of government management has become a key issue. In this research, the SEIR model is used to estimate the network average degree of Chinese cities under network limitation. The results show that government management has reduced the average degree of the COVID-19 network and the prevention of first-tier cities will be more difficult. Abstract
The outbreak of coronavirus disease 2019 (COVID-19) has brought severe challenges to global economic development and government management.
