With the intention of enriching management models for public space in China, this paper provides deep knowledge of two influential NPO-run models: business improvement district model and urban park conservancy model, with two typical cases for each model: Bryant Park in New York and Forest Park in St. Louis. Abstract

: Urban public space is one of the most important public goods supplied by the local government. 美国城市公共空间非营利组织运营模式研究
城市公共空间是地方政府提供的最重要的公共产品之一。城市公共空间大多由地方行政部门管理,依靠年度公共支出。一旦地方政府出现财政危机,一些公共空间就会因管理和维护不可靠而受到影响,直至失去基本的公共服务功能,成为拖累当地社会经济发展的危险区。本文以非营利组织运营的美国城市公共空间为例,说明非营利组织运营模式作为政府运营模式的重要补充之一,如何提高公共空间的综合质量,促进美国城市的市中心振兴。为了丰富中国公共空间的管理模式,本文深入了解了两种有影响力的非营利组织运营模式:商业改善区模式和城市公园保护模式,并分别以纽约的布莱恩特公园和圣路易斯的森林公园为典型案例。在简要介绍公共物品理论和社会背景研究的基础上,详细分析了两种不同模式的适应性和管理目标,为中国相关街区更新中的差别化公共空间管理提供参考。
