This research specifically examined institutions and rules besides politics and judiciary enforcement in tobacco control regulation through the application of comparative and system approaches within the legal political context and a qualitative method. It was discovered that Indonesia has the ability to deliberate domestic regulatory systems to combat and reduce tobacco use despite the strong interference by tobacco industries and markets that are approaching legislatures, politicians, or executive apparatus to create different institutional interests. Abstract

The efforts on tobacco control are based on two main philosophies which are focused on human rights and the economy.
