In this regard, the purpose of the article is to study the theoretical aspects of the institutional provision of the quality management process of higher education. Methods of dialectical cognition, comparative analysis, content analysis and a comprehensive approach to the analysis of transformations in the field of higher education are used in this work. A prerequisite for ensuring the quality of higher education is the definition of the hypostasis of the relevant procedures, among which process, functional and evaluation are identified. It is established in the article that the institutional environment in the field of education is an ordered set of legally established norms and informal rules that determine the conditions for the functioning of institutions of higher education, structure the relationship between the subjects of the educational process and are formed within the educational system. The article deals with a wide network of organizations that form the institutional environment of the national higher education, which, according to the levels of government, are divided into international, national, regional and local. It is noted that state agencies for ensuring the quality of education have the largest share in the formation of the institutional environment of the educational sphere. Abstract

高等教育机构教育质量管理的制度方面
乌克兰的高等教育作为国家安全和竞争力的先决条件之一,需要进行改革,首先是在提高教育服务质量的背景下进行改革。教育质量研究证实,教育系统没有充分满足客户和接受教育者的需求。在这方面,本文的目的是研究高等教育质量管理过程中制度规定的理论方面。本文运用辩证认识法、比较分析法、内容分析法和综合分析法对高等教育领域的变革进行了分析。确保高等教育质量的先决条件是确定相关程序的本质,其中包括过程、功能和评估。该条规定,教育领域的制度环境是一套有序的法律规范和非正式规则,这些规范和规则决定了高等教育机构的运作条件,构建了教育过程中各主体之间的关系,并在教育系统内形成。本文论述了构成国家高等教育制度环境的广泛组织网络,根据政府级别,这些组织分为国际、国家、地区和地方。值得注意的是,确保教育质量的国家机构在教育领域体制环境的形成中所占份额最大。这往往会导致利益相关者的利益冲突,可以通过引入独立教育审计师协会来解决。
