Partial results of a survey conducted among the organizations that joined the state program “Rede Parceria Social” between 2008 and 2010 reinforce criticism to these theses, in that it showed the extreme heterogeneity of civil organizations working in the area of assistance in RS, which lead them to interpret and appropriate in a distinct form the political opportunities.
