“Não somente fazer o Bem, fazer bem”: uma reflexão sobre as organizações civis e os modelos de gestão do social

Abstract

Based on the concepts developed by the so-called american "contentious politics" and studies of James Scott about "public transcript e hidden trascript”, the article discusses some recent theses presented by the literature on civil society and democracy in Brazil, which have interpreted the use of planning tools and management by civil organizations as indicators of processes of hegemony by a neoliberal political project or colonization by actors and methodologies of the market and/or the State. Partial results of a survey conducted among the organizations that joined the state program “Rede Parceria Social” between 2008 and 2010 reinforce criticism to these theses, in that it showed the extreme heterogeneity of civil organizations working in the area of assistance in RS, which lead them to interpret and appropriate in a distinct form the political opportunities.
