Promoción de microemprendimentos y políticas sociales: ¿Universalidad, focalización o masividad?, Una discusión no acabada

Abstract

For the last decades due to the several economical crisis, social policies were designed in America Latina and Argentina aiming to better the many situations associated to poverty and unemployment, always directed to a specific population. This article reflects on such social policies, focusing on those related to promoting micro-entrepreneurships, analyzing them as a focal strategy implemented for not less than three decades in Argentina. In the meantime, on the last decade a new modality emerges: massivity as veiled/occluded focal policy.
