To achieve this goal, a structured electronic questionnaire was sent to a set of organizations that use an electronic procurement portal. SED is one that can be transmitted or stored in digital media, and if in accordance with the technical procedures defined by the ICP-Brazil (Medida provisória no 2.200-2, 2001), assumes the same legal validity as documents issued on paper and physically signed. The organizational impacts of SED adoption on the electronic procurement portal were analyzed according to the following categories: in the acquisition or development of computer systems; user training; in the flow of procurement processes; in organizational change through user resistance; process time reduction; and in improving purchasing process efficiency. The study shows that adherence to secure electronic documents is still very discreet in the organizations surveyed, although its use provides a significant reduction in costs and time in the process flow.
