Abstract

The present paper makes a brief overview of the impact that the phenomenon of the pandemic has unleashed in contemporary states around the main freedoms and fundamental rights. Added to this are the mechanisms of constitutional regimes of exception or emergency that governments appeal to face the health crisis, which means legal restrictions added to those in fact generated by the pandemic.
