Quality management mechanisms in implementation of international projects in oil and gas companies

Abstract

В настоящее время в условиях санкционного давления взаимодействие с органами по сертификации недружественных стран невозможно. Актуальной представляется задача по анализу механизмов управления качеством продукции стран, поддерживающих партнерские отношения с Россией. Цель статьи - обзор современного опыта работы организаций по оценке соответствия продукции при реализации международных проектов в нефтегазовой отрасли в таких странах, как Турция, Бразилия, Азербайджан, Ирак. Рассмотрена нормативно-правовая база в области оценки соответствия, описана специфика подходов к управлению качеством продукции. Показано, что в условиях санкций существенно возрастают риски при реализации международных проектов российских нефтегазовых компаний, в том числе проектов с участием партнерских по отношению к России компаний и стран. Для минимизации данных рисков предложено создание в союзничестве с дружественными странами Единого оператора по оценке соответствия продукции. В области трубопроводного транспорта нефти и нефтепродуктов таким оператором может стать орган по сертификации ООО «НИИ Транснефть». At present, the interaction with certification bodies of unfriendly countries is impossible under the sanction pressure conditions. The task of analyzing the product conformity assessment systems in the implementation of international projects in the oil and gas industry of countries that maintain partnership relations with Russia seems to be of current interest. The purpose of the article is to review the current experience of product conformity assessment organizations in the implementation of international projects in the oil and gas industry in such countries as Turkey, Brazil, Azerbaijan, Iraq. The regulatory framework in the field of conformity assessment is considered and the specifics of approaches to product quality management in these countries are described here. It is shown that under the sanction pressure conditions, the risks significantly increase in the implementation of international projects of Russian oil and gas companies, including projects, involving Russian partner companies and countries. To minimize these risks, it is proposed to create, in alliance with friendly countries, the Single operator for product conformity assessment. In the field of pipeline transport of oil and oil products, such the operator may be the certification body of TRANSNEFT R&D, LLC.
